Outranking the Competition for Every City an SMB Actually Searches From
A small business owner in Ahmedabad doesn't search the same way one in Delhi does, and often doesn't search in English at all. ibs Fulcro built city-specific, vernacular-first campaigns for Tata Tele Business Services that met small and medium business owners exactly where, and how, they were actually searching.

About TTBS
Tata Tele Business Services, part of the Tata group, is one of India's leading enablers of connectivity and communication solutions for businesses, offering connectivity, collaboration, cloud, security, IoT, and marketing solutions. With a fiber optic network running across 125,000 km, operations in more than 60 cities, 1,400-plus partners, and over 1,200 professionals, TTBS serves small, medium, and large businesses across the country.
This campaign focused on two specific products: Internet Leased Line (ILL), dedicated bandwidth for businesses that need reliable, high-speed connectivity beyond what a shared internet line can offer, backed by more than 12,000 km of ILL connectivity across India, and TTBS's Toll-Free Number service.
The Challenge
TTBS needed a strong digital media strategy to first identify small and medium business owners specifically, then build an integrated sales funnel to sell them services like Toll-Free Numbers and Internet Leased Lines. The starting problems were concrete: limited impression share on the business keywords that actually mattered, limited online interaction between the brand and its target audience, a lack of communication genuinely tailored to small and medium business owners, and a conversion rate that needed real optimisation, not just more traffic.
The Strategy
The approach began, as with any performance campaign, by understanding which sources in the funnel actually performed. The creative and communication strategy was redefined around vernacular content and regional creatives from the outset, not added as an afterthought. Daily optimisation ran across Google Search, Display, YouTube, Facebook, and affiliate partners to find missing opportunities by demographic and interest.
Analysis of historic campaigns identified Dynamic Search Ads (DSA) as a channel with real, untapped potential to increase both conversions and reach. Budget saved by reducing cost per lead elsewhere was redirected there, driving genuinely higher-quality leads. Landing pages were rebuilt for page speed, with separate mobile and desktop versions, and the lead form and key content placed above the fold with clear calls to action.
Location-Specific Keyword Strategy

Real Proof: Outranking the Competition
Why Vernacular Was the Real Differentiator
The strategic case for vernacular wasn't a guess. A KPMG study found that Indian-language internet users are expected to account for nearly 75% of India's internet user base, and the trend was already visible in the data: Hindi-language internet users grew 12x between 2011 and 2021, compared to 2x growth among English-language users over the same period, with roughly 521 million Hindi speakers online against 125 million English speakers.
That's a country that responds to language, and often to emotion, more directly than a purely English, purely rational sales pitch ever could. Facebook itself had already adapted, letting brands run pages and ads in non-English languages, and TTBS's campaign used that directly, remarketing in regional languages to small business owners who had already interacted with search ads or visited the website.
A Real, Verified Ad, In Market
Why this is the number that actually predicts revenue, not just interest. A product demo request from a small business owner is a genuinely qualified action, someone deciding a dedicated internet line or toll-free number is worth exploring, not just clicking an ad out of curiosity. Growing that specific step 2.5x, while cutting the cost of generating each one by 40%, is direct evidence the targeting and creative changes were reaching businesses that actually needed the product, not just businesses that clicked the ad.
Why This Matters Beyond One Campaign
The pattern worth taking from this campaign is treating “India” as the genuinely diverse market it is, not one audience that happens to live in different cities. A small business owner's language, city, and search behaviour all shape whether an ad even registers as relevant, and building the keyword strategy, the creative, and the language of the campaign around that reality, rather than around a single national message, is what turned search visibility into actual demo requests.
